switched to PPOE and speed reversed.

On Airspan Wireless WiMax.. my old speeds were mostly constant from SpeakEasy-Dallas at:
Last Result: 7-01 7:46 pm (average)
Download Speed: 1217 kbps (152.1 KB/sec transfer rate)
Upload Speed: 825 kbps (103.1 KB/sec transfer rate)
Last Result: 7-03 1:15pm (most ppl working)
Download Speed: 2031 kbps (253.9 KB/sec transfer rate)
Upload Speed: 1259 kbps (157.4 KB/sec transfer rate)

then on 7-06 8:00 AM they switched us over to PPOE. after installing there software Last Result: 7-06 8:50AM PPOE
Download Speed: 1656 kbps (207 KB/sec transfer rate)
Upload Speed: 2595 kbps (324.4 KB/sec transfer rate)
Now that others have upgraded and online speeds now:
Last Result: 7-08 Dallas 4:30PM
Download Speed: 1218 kbps (152.3 KB/sec transfer rate)
Upload Speed: 1817 kbps (227.1 KB/sec transfer rate)

current settings:

ISP recommends using Winpoet and Finepoint software (worse performance) I use XP PPPOE (Better performance)
or LinkSys Wireless Router (Best performance)...ISP has auto lowered the MTU from 1492 down to 1488..but still the Download Speed: 1627 kbps (203.4 KB/sec transfer rate)
Upload Speed: 2210 kbps (276.3 KB/sec transfer rate) ISP claims NOCAPs on the system the lower the Downloads the higher the Uploads go... any suggestions.
Modem is AirSpan WipLL SPR 700 mhz V-Pol TDD any help appreciated... and any info needed I'll get if possible.
ISP is www.unitedwireless.com

This is the UC Santa Cruz Network Diagnostic Tool (NDT). When test is done if the last line in the results says:
Information:The receive buffer should be ***.** Kbytes to maximize throughput then your Tcp Receive Window setting is too small.
For more detail click on the "statistics" button just below this text box. In the small window that pops up about half-way down look for the following lines(note:the values here will be different for you)

Web100 reports the Round trip time = 1828.03 msec; the Packet size = 1360 Bytes; and
No packet loss - but packets arrived out-of-order 0.75% of the time
This connection is receiver limited 48.75% of the time.
Increasing the the client's receive buffer (249.0 KB) will improve performance
This connection is network limited 51.23% of the time.

When Tcp Receive Window is optimal instead of the above you will get:
This connection is network limited 99.97% of the time.

So most likely your down rate is being limited by YOU!
Try different Tcp Receive Window values and retest. There is great info on this site on calculating this value.
Check again at Speakeasy and see if any improvement.

Note2:Most of the time people will get a marginal increase with any tweaking of TCP/IP since it is pretty much self tuning!

Makes no difference what settings I always get the same basic report from UCSC test...
"Web100 reports the Round trip time = 151.49 msec; the Packet size = 1440 Bytes; and
There were 30 packets retransmitted, 123 duplicate acks received, and 137 SACK blocks received
The connection was idle 0 seconds (0%) of the time
This connection is network limited 99.97% of the time.
Excessive packet loss is impacting your performance, check the auto-negotiate function on your local PC and network switch

I had a little more time to check out your situation and you do not have any problems. Actually your ISP has improved both download and upload speeds.
Your ISP:
»www.unitedwireless.com/wirelessinternet.php
provides the following info about their service,

"What kind of speeds should you expect?
We offer a best effort kind of service. This means we don’t cap your bandwidth. On average you should be able to get 500k of upload and download speeds but you can expect it to range from 300k to 2000k depending on network loads and your use of your internet."

The results of UCSC tests are OK. Keep your current settings! Network limited 99.97% means your RWIN (Tcp Received Window) setting is good. Excessive packet loss quite often is caused by a congested link among other things. The UCSC server being some distance from your location can also add to packet loss. Try testing at different times of the day and use testing sites that are various distances from you.
