Are the speeds supposed to be 1000 kbit up for gold subscribers? All I am seeing is 10 mbit downstream, but I still only have 768 kbit up. Is this an example resulting from of an implementation of PowerBurst with no actual "upgrade"? |

Upload is still at 768 for almost everyone.
No, the upload is at 384Kbps for almost everyone, except for the small percentage of customers who get the speed add-on tier, and they get 768Kbps. |
