Can you play it with Windows Media Player, or Media Player Classic? Classic, at least has "Save image..." in the File menu.

Intervideo WinDVD can save frames. During playback, press "P" to capture the frames you want, then save in .jpg or .bmp format. You can capture the frames while playing or in pause mode, so you can get the exact image you want.

Finding out I can do something then not having the DVD with the content I am looking for. 
Oh well, at least I know how to do it now.
