With either question your stupidity and point is clear.
You in a round about way are trying to say the guy is at fault because he did not "secure" his airwaves. Just because it is there you are not "in the right" to assume it is there for your use.
I and many more, will argue we are not obligated to "lock" our router. It is your responsibility to make sure you can use the things that you do not personally own. If you don't know if you can, then it is your obligation to seek that permission. If you can't seek that permission because you don't know who to ask then you are to continue to assume you are not invited to use it. |
