Spotty coverage, slow speeds and packet loss. While these wifi networks can be used for checking email and other non-demanding tasks, they really aren't something you can use for everyday activities like downloading files and playing online games. I would expect they are targeting the web surfer and email checker and would suggest the others opt for the other services.
