I had a little more time to check out your situation and you do not have any problems. Actually your ISP has improved both download and upload speeds. Your ISP: »www.unitedwireless.com/wirelessinternet.php provides the following info about their service,
"What kind of speeds should you expect? We offer a best effort kind of service. This means we dont cap your bandwidth. On average you should be able to get 500k of upload and download speeds but you can expect it to range from 300k to 2000k depending on network loads and your use of your internet."
The results of UCSC tests are OK. Keep your current settings! Network limited 99.97% means your RWIN (Tcp Received Window) setting is good. Excessive packet loss quite often is caused by a congested link among other things. The UCSC server being some distance from your location can also add to packet loss. Try testing at different times of the day and use testing sites that are various distances from you.
