AMD clock speed???

I just got a AMD Athlon 3400 and im confused at what this means.
ProcessorDescription Your Results
Brand/Model AMD Athlon 64 3400+
Nominal Clock Speed 2200 MHz
Measured Clock Speed 1000 MHz
External Clock Speed 199 MHz
CPU Load 0%
Speed Rating 6209 (89% of 696 similar)

Why is the measured clock speed lower then the nominal. What does it mean? I did this test at pcpitstop.

Do you have cool&quiet enabled? If yes then your system is under clocked to save power.

yes, i think i do. I dont want to save power..i want my 2200. What do i do please. Totally new computer and never had a AMD before Where do i find cool and quite?

Your system should automatically return to it's nominal speed when it's under load. Try running prime95 and have your program check your clock speed during prime.

Just switch the Windows Power Scheme to "Always On" and C'n'Q will be disabled. However, there's no good reason to do so because C'n'Q increases clock when your system is under load and decreases it when it is idle.

OK..so if i understand correctly, if i open up a bunch of apps right now it should go up?

yup..it went up to 2200. Thanx guys..had no idea.
