Can somebody please turn this image into an avatar for me?

Here is the image.

It is from a sticker so I know it isn't the best but I want it to just be turned into a 40x40 avy(no oval shape) and possibly a transparent background. I would do it myself but don't have Photoshop or any program on this laptop plus it might need a ram upgrade to even run Photoshop decently so if someone could do me the favor that would be great.
