I think your getting confused between the static ip setting on the router, and the static IP SERVICE from HughesNet. You can't forward any ports at ALL with hughes unless you pay for the Static IP SERVICE from HughesNet. You HN7000S has to have the Static IP for any of this to work, not just the router.
