The OP's joking, the difference isn't much anymore. As of noon today (Sept 22, 2006) 20CAD is equal to 17.90USD.

As for the warranty issue, manufacturers are getting stingier with warranty shipping, with some even requiring payment for shipping the replacement from the manufacturer to the customer (eg Linksys). In this specific case though, the OP should probably call Logitech and ask them to pay or reimburse for the second shipping charge as it was totally Logitech's fault for sending out a dud as a replacement.
