If you look at it like they are a new customer then you would make better decisions in this situation.
The real thing that you have to look at is what debt do you have if you don't collect this 5k. Do you owe for bandwidth or the equipment. or is the equipment paid off and the bandwidth excess that you would have paid for anyway.
Anyway, My vote is to up the monthly fee and leave the service in place. And if the bank has a problem paying the bill then put it out and move the equipment to other places.
