Unless you know of some "magical" way to do it, you ARE going to need some type of video capture device. The DVR outputs on either the component or composite outputs. Therefore, you have to have something on the PC end that you can connect those outputs to.

I have an R15 hooked to a PLEXTOR PX-M402U capture device using RCA video and audio cables (although I could use S-Video if desired). The Plextor is strictly a hardware based capture device. No TV tuner at all. Works beautifully and I can capture at 720x480 resolution.

If you're thinking about using the USB port on the R15, you're out of luck. That is, unless there's some new "hacking" method that I'm not aware of.

Not sure what you mean by "what's the purpose of connecting the DVR directly to the PC or network".
