The router has been configured to forward port 80 to port 80 on the IIS server.
Since you have a router between the Modem and your computer, just tell it to route incoming 8080 to port 80 on your computer and any Port80 block will no longer be applicable. To access it just use a URL of Domain:8080/Directory in lieu of Domain/Directory.
