Another option is the Netcraft Toolbar. It blocks known phishing sites and if you run across a phishing site that is not blocked, you can report it with a click or two.

The toolbar also shows vital statistics for each page (Country, ISP, age of site, etc.), so if that paypal site shows a Romanian flag, you can draw your own conclusions, even if it is not yet blocked.
