Despite finding the phisher and shutting them down, they only get slaps on their hands for doing their wonderful deeds IF they're caught. That's another reason people don't bother. They might get shutdown for a month or so but will only spring up as another scam, and if they get caught they're out shortly or run on bail to start again. How about holding them and once proven guilty they're capitally punished? What's the point on holding on to the scum of the Earth when there's no social gain in doing so? Social scum in this case equals the social and economic leaches that are phishers.
