I have dealt with city owned utilities. They are accountable to no one and they frequently act like it. This is not a good thing for the people. Government can and often does a good job of being a referee between privately owned players. It is also good at providing certain kinds of infrastructure. Having the same entity providing services that makes the regulations about the services is not a recipe for better and cheaper.
