[Help] belkin router

I was wondering if there is a way that i can use the router to set up bandwidth. My older brother wont stop uploadng to torrents all the time and will now slow it down either. Is there a software? or something I can use so i can set upload bandwidth lower?

It may and it may not. Many router models implement some form of QoS in the firmware and the setup screens allow you to prioritize different types of traffic over other.

These features tend to be model and firmware version dependent. And sometimes they work well, sometimes not.

My recommendation is to figure out what model router you have and check the user manual. If it supports bandwidth management or QoS the manual will usually give some insights on how to set it up.
