As for the rumors we've seen about AT&T deciding to go all fiber, Burstein doesn't think AT&T will spend the money.

this is correct. also, they will beg for corporate hand-outs in a few years to help them with the fiber build out once it is clear that they have f@cked themselves by doing this half-assed job. it's up to the people to revolt if any politician ever considers this.
