Most of the city is covered by Time Warner or Grande Communications cable. DSL is available to most of downtown, and as far south as Slaughter Lane.
You won't get anywhere near 100Mb, but ATT is offering a 6Mb down/ 768 up for $29 I think. I'm moving to Austin, for sum education! 
Any tips on what the best location is, in order to get the highest speed service? That's one of my main sticking points; I'll be taking the bus (for a while) and it doesn't matter much if it takes an hour...
I was stationed in Japan while in the Navy and until recently had a 100mbit optical line for 50$/mo. I know I can't get that in Austin, so I'm the fastest thing available.
