Well you've got to give him credit, I don't know of many people who were able to avoid prosecution and jail in China (or wherever it was) and get a free flight back home courtesy of the US taxpayers.
Yes, it would have been much less expensive to get the DNA and let him stay there, chances are we'd never have to worry about him again.

He even flew first-class, I believe, and it sounded like he had a wonderful meal and alcohol.

But, now being known as one of the creepiest people on the planet seems like an awfully big price to pay for those luxuries.
