Personally, here in Austin TX, I found TWC to be somewhat better HDPQ than U-verse. U-verse was "OK", TWC was "good". (On this scale, OTA is "very good".)

I have seen others post answers to this question with wildly varying results. I think it depends on (a) your local cable provider and (b) your own preference/impressions/test methodology.
