You do know that a incomplete trace route does not mean a site is blocked at the last hop you see. Trace Routes cannot tell you if a site is up or down anymore when so many sites and ISPs block ICMP at their border routers. Only a direct connection attempt to the server port using any tool or utility you like or even using telnet to the correct port is the only way to tell if a site is up or not.

Yes, a lot of mil sites do not allow access from outside the country. Also, this site is full of what looks like random, sometimes broken, redirects. It looks like weather warnings in the Pacific when it works. |
