Did you try pulling a new IP as the original poster did successfully?
The site is a strange one. It redirects to SSL with a mismatched cert which redirects here: »metocph.nmci.navy.mil/ Is this the site you're looking for? |

looks like from the traceroute that it goes through a taiwan server which is then blocked or something
