But why alienate those that don't/can't?

How are they alienating those who don't want faster? They've got slower tiers, and will even have a $10 tier when the merger completes.

Sorry, I wasn't very clear. The blurb seemed like it was leaning toward what the Cableco's say, that everybody wants premium speeds since most Telco customers are also going with the higher tiers (my read: stats like that could push the Telco's to eliminate the lower tiers). What I should have said was why alienate people the way the Cableco's do. The article claims the majority of their customers are on higher tiers, but last I checked, 42% and 31% are not a majority, so the majority of total customers are still on lower plans, but the majority of new subscribers are going for faster speeds (as stated further on).
