The one problem I see here is this.

Bittorrent only works when the file is popular. There would have to be some incentive on my part to keep a file (video ) on torrent. I would most likely get it and then stop it from uploading. I am big torrent user when it comes to linux distros and let them seed for months.

I dont see it working out.

Not if it was 'cached' to the ISPs server and then downloaded by their customers. By having the files available on their network, the ISP wouldn't have to pay for bandwidth charges since they'd only download it once and then let anyone on their network download it.

Yeah the only problem I see , is I have yet to hear of any isp saying lets cache bittorrent. Most are opposed to the idea.
