If there's no ground block, the cable will transport static electricity INTO the modem where the ones and zeros get confused. At some point they get confused enough to slow down throughput, after that it just locks up. Recycling/power cycling resets all the ones and zeros back to default - till the next load of static accumulates.
Cable blocks shunt that static to ground BEFORE it has an opportunity to enter the electronic circuitry.
