Getting communications to the people of Iraq has been a problem since the US took over. People have been completely unable to contact police, hospitals, etc. This wimax is part of trying to get these people connected. It's not the solution, it's part of it. It can be used for both good and bad. Isolation, IMO, is part of the problem these people are having.
