 Does eastlink use shasta connection capping like aliant?

my isp is currently aliant. i upgraded from mpower to high speed ultra and since then I'm constantly getting kicked off every few minutes because of their Shasta connection capping. thankfully the P2P software i use allows me to set a limit on my incoming connections since I've done this i only get disconnected once every few days give or take. it still limits me to the amount of outgoing connections which helps keep my download speeds low. in the first few days i was getting speeds of about 600kBs/s and now it stays less then 300 if it even makes it that far. is there a way to have the cap removed? i was thinking about switching to eastlinks 10mbps service but i would like to know if they do the same as aliant. if so are there any ISP's in the cape bBeton Nova Scotia area who don't do this.

  i wanted to add that i did the aliant speed test a few times and i get 408kB/s = 3.18mb should it be higher with high speed ultra?
