Hello...I have been an earthlink customer for ten years now....my address is mindspring however....anyway...I have never ever gotten close to the 1500 download speed ....I am usually at about nine to eleven hundred on a good day...I have tweaked and called and complained numerous times....one time I got ahold of someone and it was like they flipped a switch somewhere...voila...fourteen and some odd number.....but it wasnt long and I was back at nine.....what gives here??? |

You may have been a 10+ Year Mindspring then Earthlink Customer like myself, but you have only had ADSL for at the very most 5 to 6 Years. 
You should read this FAQ: »DSL FAQ »What is the 80% bandwidth / speed
It explains that Sync Rate is not the Download rate due to overhead. No one on 1500 kbps sync will see 1500 kbps downloads.
Anyway, it would help if you post your current stats from your ADSL Modem. What Brand and Model Number ADSL Modem do you have?

 | reply to stombujotz Interesting.....I am using a Netopia modem...a cayman 3300 series model...based on that FAQ I am not that far off then...I usually get around 1100 down and 200 up....but there are times when I can only manage 800 down.... |

If you are seeing the same sync rate at all times and are not having any sync loss you must understand that a speed test is only a single snapshot of your speed to that specific server and there may be other network traffic affecting it. It is completely normal to see a range of results. It is not normal though to suddenly see all speed tests showing a slower speed and it never going back up. The Internet is just like a freeway that can be wide open at times and have bumper to bumper traffic at other times.

Exactly what I had until Mid 2004 when I had a reprovisioning done to Covad since they were available in my local CO also and that got my 3.0 Speeds at that time since Bellsouth did not offer it to EL customers provisioned by them.

You go to the Covad PreQual page and if they offer 3.0 or faster package called "ADSL (Telesoho)" to your address/telephone location then that means they are in your local CO and you might be able to get reprovisioned over to them through Earthlink (no you don't call Covad, you call Earthlink after you find out availability). However, if they do not offer that package to your address/telephone number, then you are connected to a CO that Covad does not service meaning they do not have any required hardware co-located in the CO.

I can say that ELNK_UCTS did magic with my Account (Upgrading to 6.0 from 3.0) that over a month of calls to Earthlink and 10 different EL Reps in all departments could not do. I also know she has been very busy here trying to help every poster.

If the Covad Prequal page does not show 3.0 "ADSL (Telesoho)" to your address/telephone location then you cannot get 3.0 through Covad's provisioning.
You might be able to get 3.0 through Bellsouth provisioning, but I don't know how hard that is or what steps are needed.

 | reply to stombujotz I can definitely understand your frustration with EL customer service (believe me I can, I'm going on 2 weeks without DSL), but it was only after ELNK_UCTS (AKA Naomi) took up my case that things started happening at all. Before I posted here it was all tech no-shows, long waits on hold, etc. My issues aren't fully resolved as of yet, but I'm really happy that there's someone high up at EL that's looking out for those of us fortunate to have found this board. |

Bellsouth has found nothing wrong with the line and they offer it as a best effort speed. The speeds you are getting are not horrible, so there is nothing that I will be able to do right now. I'm sorry. I know you got 1400 at one time, but I don't know what magical switch they pulled to get that for you. |
