It is pure dollars and cents. The "piracy market" already has it share of "sales" in the music industry. The people who pirate will continue to do so, the millions of people that still continue to purchase music will continue to do the same, if anything some (small) amount of people who pirate music will buy now buy it because no restrictions are imposed.
