| Because its not VoIP. It runs over the TWC private network on its own channel on the cable system. When the call is set to hit the actual telephone network then it is switched over. One of their major partners is Sprint-Nextel Sprint has press releases on their site (www.sprint.com) when anything regarding TWC's Digital phone changes or when they extend the cities they cover.
their Digital Phone is like Biz Class broadband. All packets are tagged from the modem or router before they go on the cable system to get QoS over residential customers. They will tell you that as well. |

It runs on a different channel then road runner does. If road runner goes down your phone still works with digital phone. |

| No service. And within a couple hours TWC will have the network back up. I have only had 2 outages with Digital phone. One was the network techs were doing a system update and the network failed, but so did basic cable channels some how. The other was during a cable modem patch but a simple call into Digital Phone Support they rebooted the modem set a new config file to it and was up and working again.
The only two outages from their network. Unless you count the one that was a power outage during a thunderstorm that even knocked out landline service for a couple days. Digital phone customers in my neighborhood were the only ones with phone--unless you have cell service of course. |

I would like to see a confirmation that digital phone runs on a different channel. My digital phone connection breaks up a lot and has a lag when talking when I have my RR upload at max. I also have never experienced just an outage in either RR or my digital phone connection. It is always both. |

| If you're having issues with your digital phone you need to contact Tier 3 for that. If you have one of the Webstar modems it will need to be replaced. TWC-MidOhio knows there is a problem with them and are only replacing them as needed with a SB Modem.
and Tier 3 will tell you that the DP is on its own network channel. |

Also, the quality of service for your digital phone will be different depending on the market. Most of TW's areas, my neighrobring ones included, are a best effort service. If it goes down, they will get you back up, about as fast as they would for Internet custoemrs or cable customers. This is in essence, a novelty service. On the other hand, you have a carrier class service, like the phone company, who is held to strict standards by the government. I believe in some of Comcasts markets, they offer carrier class digital phone service, this includes battery backups through the cable plant connected to alarms that if triggered, a technician will be out with generators in the field, keeping the phone system alive. Certainly something that TW is not interested in providing, at least in this area. |

TWC's network does not use the Internet in no way. If it did you would be required to sign up with RoadRunner to have it. But thats not the case. Its a Digital service designed to use a different part of the system. Check Cisco's white papers sense they're ones that are the hardware providers. |

The I in VoIP is preceding the word Protocol, in other words, Voice being transferred, using an Internet Protocol. You can not single out the word internet from the word VoIP and say that means the voice MUST travel the internet to be called VoIP, VoIP can be any form of voice being transferred using the internet protocol.
Have you ever been into a large business?? Many of these businesses now a days are using massive VoIP systems in house for there inter office calling needs, this is all done WITHOUT touching the internet as you say, but these are still VoIP systems. Better yet, if I connect two IP phones to my personal network in my home and use one to call the other room, guess what? I am using VoIP without touching the internet, but what I am doing is using internet protocol to transfer my voice, to the other phone. |

| And like I'm telling you. Time Warner is NOT VOIP! No way shape or form is it VoIP. Comcast doesnt sell VoIP either. They sell Digital Phone. VoIP is dependable on the Internet for service. Digital Phone is NOT. VoIP can mess with your Internet Speeds. Digital Phone DOES NOT. Digital Phone 100% clear static Free 100% Digital call. VoIP depends on if you're ISP is QoSing your traffic or who is on the Internet at your house.
DP is not VoIP how ever you slice it you will always B wrong. TWC will also tell you it does not use VoIP in anyway. Its a private network of phone services attached DIRECTLY to the POTS network. That is why it takes them so long to turn on new years as everything but me routed to the CO and the E-911 must work. |

From this quote we can see that Charter in many of its systems use VoIP to handle its voice:
"Charter, in most of it's telephony service areas, DO use TCP/IP as a transport between the phone adapter and the soft switch. All calls to other Charter customers on that same soft switch will be completely "VoIP". If you call someone not on the switch, the call will be handed over to the POTS system." ...Again, your voce is being handled under internet telephony to the soft switch on the cable providers network.
Another quote from a Shaw Cable Phone Tech.... "Digital phone does in fact use Internet Protocol to transmit packets as per the CablePacket standard DOCSISv1.1. Seeing as how it is also voice you then have Voice+IP=VoIP. ISDN, TDM, DSL etc are just transport layers. It is IP that runs on top of them.
I think where people get confused is in the term Internet protocol. It is the protocol used over the internet but does not automatically mean it is ALWAYS used over the internet. In the case of Digital phone it is also used over a private cable network."
And now, for the real kicker, straight from Time Warner Albanys FAQ section of there website:

Q:Isn't Time Warner Cable Digital Phone a VoIP service?
A:While Time Warner Cable Digital Phone is an IP-based telephony service, unlike most VoIP providers, Digital Phone service is managed over Time Warner Cable’s private IP network so customers’ calls never touch the public Internet."
Lets go back and read that again: IP-Based telephony service.. This was also on New England TW website, but I can not remember where I saw it, however, this goes back to my post form an hour ago, Using the public internet does not make something VoIP. I dont know who you are talking to out there in your market or if you simply call up tier 1 to ask questions, or even if your market is using some unheard of system, but many cable companies ar ein fact using an internet telephony service. and Time Warner Albany spelled it right out for you. |

| You don't get just Tier 1 when you call into TWC anymore. You can go direct to Tier 3 who actually is the Admit for everything on the phone. They handle the system when a CS 1 can't do it or T2.
They may use VoIP for what ever reason they want to saying its the same just doesnt have to use the Internet but VoIP was set up to use the Internet there for will always be considered a Voice OVER INTERNET Protocol. |
