No, far from it. I am sure that "net neutrality" legislation will be introduced either as a standalone bill or as part of some larger telecom bill. And the chances in the Senate, where 60 votes are needed to override filibusters make its' passage a crap shoot. It may all depend on how comprehensive it is; the final wording; on which industries like or dislike what is proposed.
