Same theory, in basic principle. The govt has been using fiber for secure high-speed communications for longer, PTP mostly but still. In FTTN it's pretty much PTP and routed over copper or whatever is locally feasable to the final destination...
How much of the innaweb's larger tubes are made of copper these days anyway?

Fiber has been run through its paces and is a proven technology, no doubt about it.
