I see nothing wrong with this "cherry picking" with a business minded point of view.
I assume you will also apply that to Comcast who is deploying their 16/1 HSI tier in the areas that matter the most based on competition too, right? You know.. picking areas to deploy first before moving into the other areas.. right?

Just want to make sure this logic applies all around is all.
