I know this is going to sound odd, but I have had it happen a few times.
Sometimes after a power outage or power bounce, I have to unplug the power cord and network cable and let it sit somewhere between a half hour and a day. Then it will boot. I don't know if the thing gets a magnetic charge somewhere or if the caps get stuck in strange state, but sometimes it needs to drain down. Leaving it plugged in and off didn't work when it got this way.
Something worth trying!
