 Password Protecting Programs

Is there any freeware that I can use to place passwords on programs? I was looking to put a password on firefox so that I can prevent anyone from surfing the internet when I'm sharing my computer with my brother.

 What OS?

If Windows 2000/XP or later and using NTFS, why not just use NTFS permissions. Make all users non-administrators so they can't change permissions. For all programs you want to protect, remove all permissions from the user's you don't want to executing the program(s).
