Try NOT using a speed test... FTP something somewhere.
I have had speed tests state my upload at 21kbps before, and all kinds of off the wall download speeds.
I don't really like speed tests... any of them!
NDT tests are the closest thing to being trustworthy.

Yea, that's the problem, normally my upload is like 50-60k, it's like 7k now.
