You may have to edit the attachment for your specific LAN IP, but this very page navigates your Bellsouth Westell, including Expert Mode screens.

That menu should work right from this page if you don't have another router in between. You just have to use backpage to maintain navigation. In IE7, you can open each page with a Ctrl-Click in separate tab. Once you have them all open, save the whole shebang as bookmark.

You could save the attachment to local disk as menuBS.htm and browse to it when it has to work offline. If your network ip is different than the default, you'll have to edit that to make it all work.
