I would say you have a photo cell or other regulator that is aging and breaking down. Anything that has juice running through it can change operating characteristics at any time. Just be glad that it is something you own causing the issue other than a neighbor. Hard to make neighbors fix these things when it comes to dsl. -- My posts are mindless ramblings, use at your own risk.

MI0706 join:2003-05-12 Crawfordsville, IN	Well I verified today that it is my outside garage lights... So, for now, they are shut off. I will have to find some new fixtures. Shadow: Yes the lights have a photocell and also have a voltage regulator (they come on full bright when motion is detected, after a certain time, they go back to half brilliance w/o motion). Thanks to everyone for your help!!!
