Horrible Service with Teksavvy

For the last 3 months I've been experiencing extremely low download speeds. And I mean REALLY low. My typical download speed test is 250kbps on a nominal 3M service. The upload speed is uneffected at 650kbps. This problem seems to have appeared at about the same time Bell upgraded their lines.

I've been patient so far, but enough is enough. Not only the problem hasn't been fixed, it hasn't been even identified. Everytime I try to contact the Teksavvy support, they just ask me for a telephone number and claim that they open a ticket with Bell. Then absolutely nothing is done. This is repeated weekly. Every time I contact Teksavvy, I have to describe the problem over and over again, as though it just happened. It's been 3 months! Jesus Christ! I'm really getting sick of this crap.
