Almost all of Africa is civilized. There is however a difference between that and the common person having the resources to even afford a computer in the first place.

Time to define the word "civilized". Also do we define it by population or land mass size? Is Zimbabwe under Mugabe civilized? Is South Africa civilized? Is Somalia i.e. Darfur "civilized".
