Cablevision has and does secretly cap upload speed on the basic broadband. The question of Boost capping is more complex. Many Boost users have reported being mysteriously secretly dropped back to the basic service then being capped. |

I think it was 3 and there are MANY, MANY that reported full upload without any issue.
