Since when has Government intervention and regulation ever driven competition? The fastest way to kill broadband development and deployment is to let some corrupt government bureaucrats get their shit-hooks on it.

Has worked in many EU countries... Probably elsewhere as well..
Incumbents have been forced to share the network they inherited. But this was done already in the US with CLECS and ILECS, afaik.
