Chances are, the fees would be high enough that they'd not need to worry about capping. Besides, Verizon hasn't been terribly big on capping any of their existing or prior (terrestrial) services.

Of course, there are no symmetrical cable offerings, at least around here. Best you can get, even with a business tier is a net block and higher download speeds.
