They are doing this

I work in Duxbury MA which is old. Myles Standish is buried in a cemetery next to my office. The copper is old. The people in this town are old and wont give up their rotary dial telephones. (Probably lease the phones for $30 a month too [joke]).

The system cannot handle afternoon volume and much of the time the fast busy signal is all you get when you try to dial out.

The upgrade to FIOS and capacity of this system was scheduled for Fall06/Winter07 but was put on indefinite hold as told by a Verizon Supervisor. The reason I was given was the new Governor.

They can dangle the carrot but they will get sued when a person picks up the phone and dials 911 only to get all circuits busy.

I am getting FIOS TV at the end of the month (April) so I am ordering the FIOS Internet/Phone now to get the install complete.
