ArkiMage join:2001-06-30 Kingsport, TN	They operate under a very similar scenario as telcos. There is a heavily government regulated side and a for-profit side. The power they provide to customers is regulated. Fiber internet/telephone/tv is "for profit" and stands on it's own. Of course BVU a few months back had a hard time getting customers to swallow that after a contract renewal raised their power rates and they passed them along to the customers.
