In MIchigan we have a system setup called MISS DIG. It's an 800 number, so it's free. Just call 3 days before you have to dig. All utilities have to respond with in that time.

And from my understanding, that is the issue Verizon has been facing. It's not that they (and their contractors) are ignoring the plans, its that the plans are wrong.
