I use plenty of data on AT&T, and have never seen a "letter".

Is using iTunes OPTIONAL to activate the phone? Geez...I guess that Apple/AT&T figured calling a number was too hard....

Yes it is optional. You can activate at the store the usual way, with the salesman doing it.
