I would not, due to there is a reason that they are there. You could always put one of those fake boulders to cover them, but leave some space so the vents still work properly.

I would try the fake boulder but the one is 10 feet high.

It sounds like you have an infiltrator chamber type leach field system. If so, disabling those vents would be a bad idea.

What is the purpose of them in that system?

I am about 1500ft high so most storms are measured in feet.

However the one Pipe coming out is only 4ft.

The 10ft one is out of the Distro. block.

The 4 ft is out of the end of the system
