The only thing the event viewer had said was HTTP is not a valid Win32 program.
I've searched for this and found KB that referenced a possible program with the same name in a system folder. Checked this and only found one other file. But it was in the windows\winsxs folder so it shouldn't have been an issue.
CMD.exe will still not run though
